The wiper switch is bad and not turning them off.

As in the control knob or another electrical switch elsewhere in the dash?

The actual switch that turns the wipers on and off.

Could be either the switch or the motor is bad. When the switch is turned off it activates another switch inside the motor that allows the wipers to park. Try tapping on the wiper motor with the handle end of a screwdriver with the switch on the dash off. HTH. -Jim
