Just had rear brake rotors and pads replaced but the rotors have fine lines like an old record album...is this normal ? My mechanic told me I needed new front ones as well but I didn't and they look the same as the "new" ones ???

The lines are normal, it is from the pad contacting the rotors. The front ones might look the same, but since your mechanic said you needed new ones, I suspect they are close or under the minimum thickness or width. Remember, safety first.
