what causes water in plug #1 chamber

Is your question about the cylinder or the spark plug opening where the boot and plug wire fit? If it is the cylinder then it could be a blown head gasket or a cracked cylinder head, if about the plug opening then the plug boot seal is shot on that cylinder, if it was the tube seal then it would be oil.
