If I buy a used ECU / ECM does it ALWAYS need to be reprogrammed?

If I buy the same part # is there any chance I can just swap it out with the old one and it will work fine? I don't want to spend the $140 to have the computer reprogrammed if I don't have to.

Not sure on the Saab, but can't hurt to try.
