Back rear left side tier

Why won't my back left tier come off?

DO you mean tire? Must be rusted onto the drum. Put the lug nuts back on and keep them loose by a couple turns and using the jack lower the car/ tire onto the ground, it should be enough to crack/loosen the wheel. Jack the car back up so you can remove.
