95 Buick Riviera SC 155XXX my car won't start& it sounds like the fuel pump is always running and draining my battery. what can this be? please help thank u

I bought a new battery , the car cranks but won't turn over.
BUT one day it started & then it stayed on for 3seconds then
cutt off & puffs of smoke or steam looked like it was coming
from the starter or some thing thats under the front
sparkplugs.. I need some help ? thank you

There appears to be a lack of fuel getting to the engine. I suggest locating and disconnecting the gas line leading into the fuel injectors. Turn the ignition to see if gas comes out. If not then there is possible a blockage , which starts with a blocked in- line filter. This filter is located beneath the vehicle passenger side. If gas does come from the disconnected line..your problem most likely with be clogged injectors. I checked my injectors by lifting the gas/injectors just enough to place a piece of cardboard beneath the injectors ,turn the ignition to see if gas is flowing from the injectors. If you don't want to do that ,then is an injector checker you can purchase to determine if any of the injectors are operating properly. This is the part# 27161 Autozone OEM Injector Signal Tester.
