Can a rack and pinion cause a slice in my tire if it's really bad? And what is the average cost to replace it with labor?

I took the car in to repair a tire due to a slow
leak, in which it was sliced and gouged. As I
turn my wheels, it makes a cracking noise.  
they say it's the R & P.  Am I being fooled?

Get a second opinion. I'd suspect the front sway bar, if anything. They're prone to breaking. HTH. -Jim
