lower brake lights on 97 lincoln towncar

my lincolns lower brake lights will not turn on,  the center brake light above will
but not the lower two.  i have changed all the bulbs back there and changed
every fuse just incase,  my tail lights all work.  the bulbs will turn on but the
only times they wont is with the hazard lights and the brake lights and i cant
figure out why.  any help would be greatly appreciated.

Possibly the turn signal switch. Power for the outboard brake lights goes through the turn signal switch. Power for the third (center) brake light does not. HTH. -Jim
