why do i lack electric to EVERYTHING in my 96 grand cherokee? i mean no seats, windows, locks, lights, gauges, fuel pump...nothing.

Literally no power.  i am certain the battery is fully charged.

Then you have a short to ground. Check all your wiring. Look at the battery cables first. The connections and insulation, try wiggiling. If they are ok, you have a bigger issue find the problem.
