99 Chrysler 300m is having a hard time starting?

When cranking the key in ignition all the way it makes a sound if one click but if I were to turn it just shy of turning
key before it can't turn no more then it will start? Any ideas is greatly  appreciated !

Worn ignition switch or lock cylinder.
