New starter drags and won't start.

Installed new (refurbished) starter
2001 mustang v6 5speed. tried starting
but all it does is drags heavily and
doesn't start. Doesn't even sound close
to starting.  Battery good. Friend told
me the starter prob needs shimmed??

Shims are normally not needed on Fords, have the starter checked just to make sure it isn't bad. You should also do a voltage drop test on the main cables.
