I have a 01 grand jeep Cherokee. When driving my RPM reaches 4 before the gear changes. What could be the problem?

Have the codes checked, could be sticking shift solenoids or the trans control computer is misreading inputs, if there aren't any codes then you might have to have the rig "live data"scanned to locate the problem. This is assuming that you have serviced it properly.
