What is TDC on a 68 VW

My #1 piston is up. My crank pulley is at the TDC mark, but my rotor is pointing in-
between 1 & 4
WTH????????????????

Make sure the centrificals inside the distributor aren't stuck in the advance side, if you are at tdc then the rotor should be one #1. Does your distributor have a vacuum advance unit on it?
