what can be done to make drum fit over new brake shoes

i replaced brake shoes, wheel cylinder and all springs, all new.  Adjusters are
turned all the way down.  The wheel drum will not turn when installed.  What
else can I do to free up the drum

You got the drum on there so it can't be that tight , is there a ridge on the drum ? Was there different shoe sizes as an option when you bought them ? Does one shoe have a longer strip of " meat " than the other ? does the new hardware match the old ?

Back off the park brake cable. Did you check the arc of the shoes inside the drum before putting them on?
