driver and passenger windows work with key on but does not work anymore with key off

yesterday my power windows quit working after the key is turned off. they still work with the key on.

they should not work in key off position any way. some cars when you turn the key off the radio and windows work for a few minutes but then power down or if you open a door they will shut off
