on a 2000 civic with a 1.6 L SOHC vtec when does the vtec engage or kick in.

would it be worth it if i wanted to gain hp to put on racing headers, a racing intake maniflod, and a high flow cat on my hondas SOHC vtech engine which already has AEM cold air.
HP Increase
civics hav a small amount of hp to begin with so if i already have a new exhaust and cold air intake what else can bump up the hp with out jumpin to a turbo.
