89 Chevy 4.3 1500. All lights quit working and new battery
and alternator but still charging only 9.8.

It's not charging, start looking for blown fuse links, bad wiring, poor electrical connections, while your doing this recharge the battery, you should have a minimum of 12.5 volts in the battery itself.
