If the ignition is off and the fuel pump relay is out, you either have a pretty magical fuel pump or an electrical short to the pump. Get a multi-meter and go hunting.

Start tracing wires. With something this old who knows what a previous owner did to keep it running. The fuel pump circuit is supposed to be controlled by the ECM. So either the circuit has been bypassed for some reason or you have a short. Hope that helps! Jim
