It might not be the crank pulley but the power steering pump pulley or the tensioner. You will need to see what pulley is seizing making the belt run over the frozen pulley. One way is to remove the belt and spin the pulley by hand to see which one won't move or makes noise. The crank of course won't spin unless the motor is on. HTH's

the crank pulley has a rather aggressive 'tooth' what stops it from turning, yes it is conceivable that this key was left out of the assembly somehow (blame a bug biting the assembler) but assembled and worked well until recent? could this be really what has happened here?

If the serpentine belt occasionally stops turning then I'd check that crank pully, they will seperate at the rubber ring you will see. Either that or your tensioner has had enough tension.
