Idle air control valve

94 civic dx air idle control valve seems to
be messed up. Engine idle fluctuating and
when it was doing so I placed my finger
over the top hole in the throttle body thing
and it started idling as normal. I removed it
and it is clean. I saw online you can test it
by connecting 12 volts to where the posts
for the plug. I did so one time and the thing
inside moved. Does that mean the wiring is
bad or maybe fuse or relay or could it still
be bad?

Idle air control.motors are (step motors )they operate from 0-100-0 . Each step (increment ) is controlled by the Ecm .the motor mAY move but that doesn't mean it is moving correctly ,we watch the on Pids to see of they are skipping steps when they do we replace them .. try cleaning all the ports in amd around the throttle including the throttle plate .they can get heavily varnished especially at top amd bottom where they stick aND won't close completely. Which will cause rough idle ,quitting at stop lights ,hard starting etc. Good luck
