2005 Honda civic no start. plugs getting flooded with gas found bare fuel pump wires

stopped to get gas and would not start. found bare fuel pump wires touching together. cranks but no start plugs getting soaked with gas. does not start with starting fluid

It has no spark. Bare fuel pump wires may or may not have anything to do with it. The no spark issue needs to be investigated.

it has spark. It has gas. checked compression its at 75. put a little oil in the cyl. it goes up to 150 then after cranking some it drops
