how do i repair the rear bumper panel of the cadillac srx

The rear bumper panel is coming apart where it connects to the fender on both sides.  When I look at it, it seems to be only held by screws going into a piece of plastic.  in a couple places the screws broke through the plastic so it will no longer hold, which is causing the whole assembly to pull away from the car.  I'm sure I'm not explaining this well or with the right words but hopefully someone can tell me how to fix this.  All I can think of is to somehow repair the plastic underneath so the screw will catch but I have no idea how to do that.

You might consult a body shop. They would know if you can just replace some tabs or not.
