what causes fuel from not going into the tank (vapper lock)

pump keeps tripping off. If you hold the trigger to a trickle it will take the gas. I live in NJ
and gas station attendance don't have patient.

Sounds like the vent valve for the gas tank is stuck shut. HTH. -Jim
