Strip of rubber hanging down in cabin filter box

I was hearing a noise from the ventilation system and pulled out the cabin air filter. I found a long strip of flat rubber ribbon hanging down out of the duct which was the cause of the noise. Can you tell me where the piece of rubber belongs and is there a way to put it back in place?

The small bit might be part of the seal on the housing. See if you can reseal it with glue. You might have to remove more parts to get at it.
