What do you do with a Electronic Throttle light that continues to come on and affects driveability of van?

Light has been coming on for better part of three years.  Sometimes car will not start
or starts rough and then will only go at idle speed (like 11 mph).  Have to turn car off
and restart - sometimes with the remote starter to get it to start correctly.  Sometimes
that won't work.  We have taken it in numerous times.  Two weeks ago, they replaced
the throttle body - but yesterday - same thing happened.  Light came on, car
shuddered, limped home for 5 miles.  Today, started fine(still idling rough) and got it to
the service station.  We're frustrated!  Need this car to last!

Check the ( ETCS ) Electronic Throttle Control System. This is a fuse that is located in the fuse box under the hood.

There is nothing labeled ETCS in the fuse box under the hood. What number might it be? My ETC light comes on while driving. Seems to interrupt but not disconnect the go pedal from the throttle response. Also goes to an elevated idle of 1250rpm.Turn engine off and immediately restart the problems above go away. Maybe go another 50 miles without it happening again, then wham it is back. I will say it first started after I cleaned the throttle body butterfly and throat of a tar like coating of oil coming in via the pcv system. Only source I can think of.
