I'm being offered a 2095 Mazda Rx-8 for 1000 but the engine won't start would this be an easy and cheap fix or would it not be worth it?

There is no way to know based on the information you give. Price a new or used motor!

Come to think of it the 2095 cars don't have engines, they have a flux capacitor.
