02 town and country only charges 13 volts

A bad battery(shorted cell), a heavy drain in the system(blower motor),a wire partially shorted,a defective voltage regulator on the alternator itself could be the issue.

It is only supposed to charge 13 volts!!! I t is a 12w volt system.
