Where is the fuse box at in 2007 pt cruiser
and why does it keep over heating

Inside the power distribution box in the engine compartment. PT cruisers are notorious for blown headgaskets, this will cause them to overheat rather quickly. You can get a DIY kit from your local parts store, just follow the directions, or have a shop do it.
