Rocker arms

I replaced the head gasket and when I try to start it,
it will turn over a time or two and stop like it's
locked up do I have the rocker arms to tight or to
loose or what I'm not sure what it is

I hope you didn't bend a valve, probably did by the sounds of it, on a Chevy, you do not tighten rocker arms down. There is a procedure to do it right.
