99 f250 backfeed and tranny issue

Been messing with this pickup for over a month.
Help please!!

99 f250sd 5.4 gasser

Problem started with a crank no start got that
solved.
got truck started told son to climb under and drain
the oil so we can change the oil since it was due.
Climbed under truck to put the drain plug back in
and realized he pulled the transmission plug and
drained the transmission no big deal put new
transmission fluid in it and changed the oil.

Went to drive the truck and realize that it won't shift
past 2nd gear. Transmission computer test shows
open ground but no specific location.

Fuse 5 in the box under the hood shows a
backfeed of 5 volts on the "dead" side if the key is
on

if you pull fuse from under the dash the backfeed
on fuse 5 under the hood drops down to 4.2v

I've also pulled the PCM and opened it up but I
don't know what I'm looking for to see if there's any
bad spots in it I have to attach pictures though to
look at....
Anyone have any suggestions????
