Gas mileage

Hi. I have a 2000 Grand Prix GT with auto 3800 v6.
I got from my sister. It was a demo with 400 miles
on it when she purchased it. It has never been
wrecked. Ever since she bought it the mileage has
been horrible. The car now has 75,000 miles. Tires
are great and the car runs fantastic. the car shifts
smoothly when driving. The car has never got more  
than 12 mpg city 15 hwy. All recalls were
addressed. The last dealership she took it to was
arguing with her because the car had fog lights. He
insisted she had them added. She didn't. Any clues
on why the mileage is so horrible. The car should
get 20/24. Thanks for any help.
