can a 1986-1993 Ford Mustang 5.0 5.8 PDI Dyna Mod TFI Ignition Module make my fuel pump act crazt

fuel pump acts goofy.it wont shut off and it wont start .i have fuel in the fuel rails.The injectors
are hot butt not paulsating

No, it's probably the fuel pump relay. That usually fails and the pump continues to run.
