if the voltage gauge is reading low toward the red area what does this indicate? I have changed the battery and alternator and some relays, my signals are now working but the amp indicator is in red

Wiring on these earlier Fiats was not the best, you may have a voltage loss on the gauge circuit, or the gauge could just be bad, measure the voltage at the battery then the gauge, the readings should be the same, if they are then the gauge is bad, if they are not then there is a problem in the wiring.

You might consider changing from an amp gauge to a volt meter, just a thought.
