Whirring Noise

I have a 2001 New Beetle - Turbo.  I makes a whirring noise when I drive under 40 mph.  It stops over 40.  Also in traffic, if I let off the gas and then try to go again, it goes nowhere for a few seconds, no gas.  What is happening?

It sounds like a bad turbo- but it could be injector, fuel pump, electrical problems- BAD! BAD TURBO!
