2005 S-type Jaguar not passing smog test

I have a 2005 S-type Jaguar with about 40,000 miles.  We are not able to pass the smog test and no one can tell us why.  It was at the repair shop for about 2-months and they never got it to pass.  Any suggestions on what to do next?

These 21st Jaguars are junk- get rid of it ASAP- but how, when it won't pass emissions? try to sell it out of state, somewhere that doesn't need testing- go on CL, target the area you want, and if you manage to get a price even CLOSE to what you spent, offer to drive it out there and just consider yourself the luckiest girl in the world-

Run all gas out of tank first. Refill with ethanol free fuel run couple of tanks through engine and then retest emmisions.

You can get a waver for the emissions. Get an ob 2 and let it tell you what the problem is.
