2005 S-type Jaguar not passing smog test

I have a 2005 S-type Jaguar with about 40,000 miles.  We are not able to pass the smog test and no one can tell us why.  It was at the repair shop for about 2-months and they never got it to pass.  Any suggestions on what to do next?

Exactly what's the problem? Readiness monitors not set? Check engine light on? Check engine light won't come on at all? Trouble code(s) stored? No communication with the vehicle's computer (PCM)? -Jim

These 21st Jaguars are junk- get rid of it ASAP- but how, when it won't pass emissions? try to sell it out of state, somewhere that doesn't need testing- go on CL, target the area you want, and if you manage to get a price even CLOSE to what you spent, offer to drive it out there and just consider yourself the luckiest girl in the world-

Run all gas out of tank first. Refill with ethanol free fuel run couple of tanks through engine and then retest emmisions.
