Do I need to buy a special tool to check
the pressure on the on the fuel lines
and by and by changing the spark
plugs is that also helpfulness issue me
changing the fuel filter is that best to
do before I change the fuel pump

Most parts stores will rent or even loan a fuel pressure tester. Changing a fuel filter is always a good idea, do that and recheck fuel pressure before deciding it's a fuel pump.
