How do I tell if the Throttle Position Sensor is good or bad?

Seems to idle ok.  Has a mild skip.  Did full tune up.  But when you accelerate going up a hill it breaks up. Motor on level ground seems to run good.  On an incline motor hesitates.

You could use a voltmeter to measure the sensor output while the engine is not running but the key is on. It should steadily increase as the throttle is opened.
