all lights come on 2002 explorer but motor will not turn over

pull into patience home shut truck off and it would not start not even try to. all lights come on.

Maybe this will work. Turn the key and wiggle the gear shift at the same time. All so try staring it in neutral. If that works your neutral cut off switch is bad.
