Not certain for a 95, but my 91 is located on the back side of the heater control panel. On my design it was typical to break a plastic shaft that rotated when you moved the selector lever on the front of the panel. When broken, the actuator did not rotate and provide vacuum to the correct hoses for vent, AC, defrost, etc. Maybe yours is the same design even though the cars are different styles. Replacing the broken piece with a small screw and locknut fixed my problem. Good luck.
