There is a steel plate attached to the ground cable on the battery What is the function of this plate?

Most likely to conduct the ground (-) side of the battery circuit to the chassis of the car and complete the circuit. Or if it appears that it was not installed at the factory, but everything works ok, I'd leave it alone. If it works, don't fix it. HTH. -Jim
