I'm selling a car to someone that lives in California and I live in Colorado.  
Would I be Liable for the car passing emissions in CA?

If the buyer has any brains at all they will insist on it. However, if your car is a 72 Mustang there is no smog inspection in CA for 1975 and older cars.
