Passenger side heat doesn't work and radiator return hose is cold

2007 Camry hybrid with 2.4 L synergy drive.  Driver side heat works but
passenger side is cold and the radiator return hose is cold (always). Changed
the thermostat and the water pump but it makes no difference. The car does
not overheat or even run hot. I'm flumoxed.

If you're getting heat on one side, that means it's going into the heater core. I would suspect a bad blend door actuator as for why you cannot get heat to the passenger side. You generally have to remove the glove box and half the dash to replace the actuator.
