Check under the dash. There may be a hidden "ECM" fuse under there. Some GMs had them, maybe Mercury used them too. Also check ALL the fuses to make sure they're still good. Tell your BF to always disconnect the negative (-) battery cable first when doing any electrical work to prevent blown fuses in the future!
