i have fuel dripping from somewhere under my 2003 kia spectra after it has been sitting for a while and not running.

Have your car checked for a rusty or damaged gasoline tank or fuel lines. If it drips faster with engine running, that would be a leaky pressure line. Either way, have it taken care of and it's easier to work on if your tank is near empty.
