dome light & door locks only work when car is on

That sounds a bit odd; however, it won't hurt to check your fuse box and make sure that the fuse for for dome lights and power locks are working properly/in good condition.

I checked and they are good condition what else could be the problem
Check all wires and make sure the fuses terminals are clean and secure, it happened to me, it solved my problem.
