Would voltage regulator being bad cause voltage fluctuations?

My grand cherokee (2017) has the voltage gauge and it is fluctuating from 11.8 - 14.3 Volts when in park idling. Old actuator was bad and has been replaced but issue is still there.

This sounds more like and intermittent electrical connection than an alternator problem since it's happening on the replacement alternator as well. Check the wiring harness for opens and check the electrical connector at the alternator.
2017 Grand Cherokee Laredo, having the same Volt Fluctuating issue (11.0-14.2) at idle & (14.2-16.0) Driving. Happened from the day I purchased new, dealer replaced almost everything electrical (Alternator, cables, Both battery, regulator, fusebox, Harness) and still on the wild side.. its got 50,000Miles (80,000Km) on the Odometer and warranty still valid. Anyone resolved this issue?? Please Help...
similar issue started with my 2014 JGC Laredo. In dash voltage will fluctuate between 13- 16 volts and and this point the internal lights and headlights will intermittently go out and flicker, this happens mainly after high revs then dropping back down to low revs. Sometimes it wont happen at all and the volts will read a stable 14, other times it will take 10-30mins of driving to start playing up and other times it will play up immediately. I've tested the system with a multimeter and everything seems to be fine, no bad ground from alternator, decent volts while running and battery voltage fine, I don't see the voltage spikes on the multimeter which leads me to believe its a readout issue, but the lights playing up is very confusing. I may need to do more testing though as everytime I go to test it I can't get the issue to start up, or it will be a milder fluctuation, hopefully I'll be able to catch it in the act soon to determine if there is truly voltage fluctuation in the system.

Have the exact same issue. Internal lights flickering and now front lamps also start to intermittently go out. Did somebody find the issue?

Exact same issue with a 2016 3.6 Laredo, new battery didn't fix. Continuity readings from *everywhere* to ground good, no loose or corroded connections. Voltage fluctuates from low 11's-to high 14's at stop in gear, occasionally like said in park, generally ok while driving but voltage bounces more than usual while cruising. Typically high 13's to low 14's. IDC what anyone says, thats not normal. Should be a 'fairly' constant voltage at cruise. Anyone else other than the reference have any resolve?
