How do I get the theft light to shut off after
installing a new ignition cylinder and have no
old keys

You need 2 new cuts keys and special equipment.....http://www.ford-trucks.com/forums/545169-how-to-program-a-replacement-pats-key.html.... Call a larger locksmith in your area, they should be able to help too.
