Why is my abs module not reading with obd2/abs reader?

Hi. My scanner is not getting a signal/reading from abs module. mechanic says
to buy a new one. However, only 1/3 of my fuse panel is getting power, also.
Could this problem be related to the wiring/fuse issue, rather than the module,
itself?

If your fuse panel only has power to 1/3 then you need to fix this first. Perhaps a buss is broken or corroded. I would remove it and inspect the back.

In case there is a VW Passat genius mind out there, willing to offer advice to an ameteur....the codes are as follows for OEM Enhanced DTC's: 16684-002, random/multiple misfire; 16688-002, Cyl. 4 misfire, lower unit not reached; 16687-008, Cyl 3 misfire, implausible signal; 17887-008, brake boost vacuum system mechanical failure; 18057-008, powertrain data bus missing message from ABS Controller, implausible signal; 16686-008, Cyl. 2 misfire, implausible signal; 16955-008 -static-brake switch (F):Implausible signal; 17087-003- static- Brake switch B circuit mechanical malfunction. Also, please, when considering these, keep in mind that 1/3 of fuse panel is dead to test light-though fuses are good...? Just replaced the master cylinder reservoir because it had been (looked like acid ate through) damaged and was no longer a sealed component for vacuum (to my thinking)....The speed sensor on front wheel needs to be checked, but is caked with old oil/fluid, etc... Thank you so very much, should you decide to offer any suggestions.
