i have an 1981 monte carlo, all original matching numbers. my problem is that it will not start or even turn over. new battery and stil no power, not even lights what would it be itsw not the starter

Go over the battery cables make sure connections are good especially the ground to the starter. If all battery cables are good check the main fuse, relays, and then fusible links. (A fusible link is a wire designed to open if it gets too much current - it will look like a regular wire, and are found in or around the starter solenoid, or starter relay dep. on vehicle). The above suggestions is based on the assumption you have zero power anywhere.
