What is wrong with my car surface?

Can anyone tell me what s going on with my car surface?
Dirt? or paint damage? It doesn't feel anything wrong when
u touch it, just looks wrong, and I can't get it off

That looks like abrasion damage. Something has been rubbing against that spot.
